Because of the possibilities. Think of all the unattended/unregulated nukes in the world since the breakup of the Soviet Union. Think of systems that respond automatically to a single attack. Think world wide natural disasters (I'm sure the dinosaurs weren't thinking ahead). Think of terrorism and link it to those unattended nukes or just some college knowledge where one could be built from scratch. I don't know anyone in real life talking about a new civil war (although there are a couple in DISQUS but something as simple as an archduke's assassination can trigger something worldwide. If you think solar flares or just a natural collapse of the power grid, you can start to see what will happen. At first, grocery stores, knowing their food will spoil without refrigeration would be giving food away. People will share and be nice. Now go two weeks into a power outage. Now a month. Don't you think the best of neighborhoods would fall apart in social structure?
